Refuse Disposal: Frequently Asked Questions

Where can I take recycling?
Baltimore County presently maintains three drop-off facilities for residents throughout the County where certain materials can be taken for recycling: Eastern Sanitary Landfill Solid Waste Management Facility (White Marsh), Baltimore County Resource Recovery Facility (Cockeysville), and the Western Acceptance Facility (Halethorpe).

Where can I take construction materials for disposal?
Construction materials can be taken to Honeygo Run (410-335-9500) or Days Cove Rubble Landfill (410-335-3778), but call before visiting.  Limited quantities of these materials can also be taken to the Eastern Sanitary Landfill at a cost of $80 per ton.

Is there a place I can take my paint, lightbulbs, chemicals, batteries and other Household Hazardous Wastes?
Yes, there is a Household Hazardous Waste collection site at the Eastern Sanitary Landfill, open Mon. – Sat., 7:30 – 3:30, April through November.  Residents only may drop off unwanted household chemicals, paints, pesticides, mercury thermometers, fluorescent light bulbs, re-chargable batteries, ammunition, fireworks and automotive fluids for recycling or proper disposal.  The County also holds a one-day Household Hazardous Waste drop-off event twice per year, usually in the central section of the County.

For latex paints, rather than delivering them as HHW, we suggest drying/solidifying the paint or mixing it with kitty litter or sand, and disposing of it as regular trash.  Open cans with solidified paint may be disposed of with your regular trash.

Is there a place I can take my electronics?
Baltimore County residents can drop off their electronics for recycling at the Baltimore County Resource Recovery Facility, Monday through Saturday, 7 a.m. to 4 p.m.

Accepted items include TVs, VCRs, DVD players, computer monitors, CPUs, mice, keyboards, cell phones, power supplies, laptops, scanners, computer cables and cords, stereos, answering machines, and other home electronics.  No appliances!  No business or institutional materials will be accepted.

Where can I dispose of tires?
Up to four clean, passenger size tires, with rims removed can be taken from residents at the following sites: Eastern Sanitary Landfill, the Baltimore County Resource Recovery Facility or Western Acceptance Facility.

Where can I take bulk items?
Baltimore County does not provide bulk item collection service. Private bulk item collectors can be found in the Greater Baltimore Yellow Pages under the "Rubbish & Garbage Removal" section. Since there are several different versions of phone directories, you may also want to search bulk hauling, garbage collection, trash, etc.

You should also consider donating any usable items. The Reuse Directory is a guide to organizations that accept a broad range of donated items including appliances (large and small), beds, building materials, furniture, rugs and more.

Bulk items can also be taken to the Baltimore County Resource Recovery Facility, Eastern Sanitary Landfill, or Western Acceptance Facility for disposal at no charge for residents.

Is there a fee for disposal at the county landfill and drop-off centers?
Baltimore County residents only may use the residents’ drop-off center and recycling facility at any of the drop-off centers free of charge.  Commercial loads will be assessed a fee before dumping.  Please see our drop-off regulations for important information.

Do I need a permit/authorization to go to the landfill?

How can I get a permit/authorization to go the landfill?
To request a landfill authorization, please call the Bureau of Solid Waste Management (410-887-2000) at least five (5) working days before using the Eastern Sanitary Landfill.  Have information available about the type of material you’re bringing, the amount of loads you anticipate, and the vehicle you will be delivering it in.  After the Bureau receives this information, an inspection of the materials may need to be performed before the authorization is signed.  Please see our disposal regulations for more important information.

Where can I take commercial waste for disposal and what is the fee?
Acceptable commercial materials can be taken to the Baltimore County Resource Recovery Facility if a prior agreement has been reached.  They can also be taken to the Eastern Sanitary Landfill at a cost of $80 per ton.  Businesses interested in more information or assistance from the County can call the Bureau’s customer service line at 410-887-2000.  Please see our regulations for more important information.

How much room is left in the County’s landfill?
As of 2008, the County’s only sanitary landfill, Eastern Sanitary Landfill Solid Waste Management Facility is half full.  The Bureau’s draft 10-year Solid Waste Management Plan estimates that the landfill will be at full capacity by the year 2039, based on the same input as in 2007.
