Q. What is the CDBG Program?
A. The Community Development Block Grant (CDBG) Program was established under Title I of the Housing and Community Development Act of 1974, as amended (42 U.S.C. 5301et seq). The program's primary objective is the development of viable urban communities, by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons or households of low and moderate income.

Q. Who are low and moderate income households or persons?
A. Low and moderate income households or persons are those having an income equal to or less than 80 percent of area median income for the Baltimore Standard Metropolitan Area (SMSA). At this time it is $58,250 for a family of four.

Q. What are some of the eligible activities which can be funded by the CDBG Program?
A. The CDBG Program can provide funding for the acquisition, construction or renovation of community facilities, housing rehabilitation, removal of architectural barriers, commercial or industrial rehabilitation, economic development, services and activities by government and non-profit agencies serving low and moderate income people, code enforcement, and historic preservation.

Q. Who can receive CDBG Program funds?
A. Program funds are made available to public agencies or non-profit organizations to undertake eligible activities, with the exception of owner-occupied housing rehabilitation loans and grants. Funding is awarded through a competitive Request for Proposal process. Information and applications are usually available in December of each year for funds made available the following July.
